EPISTEMOLOGICAL FRAMEWORK FOR PUBLIC TRUST IN PUBLIC SECTOR INSTITUTIONS RESEARCH

The article considers the place and role of public trust in functioning sector institutions. Trust government is a multi-conceptual category, which based on combination economic, social, political interactions between authorities at different levels citizens. authors propose to conduct an epistemological study three main (micro-, meso-, macro-) intermediate levels. At micro-level, it proposed determine results economic agents' cooperation with through provision services. meso level, defined by competence central agencies that formulate implement policy relevant field, solve social problems society, as well their ability generate positive expectations for citizens future well-being. macro derived from efficiency "whole government." consider level local governments, determined both quality services administration.
